The Edward J. Kiernan Memorial Scholarship was established in 1999 by Sam A. Cabral, I.U.P.A.\u2019s current President. The scholarship honors Edward J. Kiernan, a New York City Police Officer and former I.U.P.A. President in recognition of Eddie\u2019s long commitment to the improvement of law enforcement officers\u2019 and their families\u2019 lives. When asked about the reason he created the scholarship, Cabral said, \u201cThe future of our society rests in the hands of young people dedicated to careers serving the public interest with public safety being critical to a stable and successful society. We have an obligation to future generations to support those efforts.\u201d<\/p>\n

In order to be eligible for the scholarship, the applicants must meet the following criteria:<\/p>\n
